Tips on How to Apply for WOSB/EDWOSB Self-Certification

Before you begin, make sure to visit https://certify.sba.gov/am-i-eligible to check whether you're eligible for the EDWOSB application or not.

Once you've uploaded all of the paperwork, the process is fairly short. Because it's a self-certification system.

You will not obtain an EDWOSB application unless you receive permission. Your status will be given an expiration date.

Once you've received this expiration date, you'll need to update your SAM entity registration.

Time to completion (in business hours/days): It took me about a week to go from EIN to certification. 

  • EIN/FEIN (should be obtained when your company has been incorporated): Now is the time to apply for an EIN at https://www.irs.gov/businesses/small-businesses-self-employed/how-to-apply-for-an-ein and

If there are no problems with your EDWOSB application, you will receive your number right away.

  • DUNS (to be received when you've obtained your EIN/FEIN): Approx. 24-48 hours (you'll receive them after you've received your EIN/FEIN). Receive an email notification). https://iupdate.dnb.com/iUpdate/companylookup.htm 
  • SAM registration (assuming no issues): 3-4 days + MPIN will be created at the same time as SAM registration. You'll also have to wait about 24 hours after being "ACTIVE" in SAM before registering to self-certify. https://www.sam.gov/ 
  • SBA self-certification: Time will be determined by three factors.  
  1.  The time it takes you to obtain all of the information. The required documents 
  2. The time it takes to complete the application.  
  3. The Nod of Approval.

After submission, the process is completed in less than 8 hours. https://certify.sba.gov/

When your WOSB and/or EDWOSB application is approved, you should see the expiration date and a decision. WOSB and EDWOSB applications must be completed separately. Your information from your first application will be saved, so you won't have to re-upload papers or re-answer questions.

Changes to the WOSB/EDWOSB Application 

  • As of October 15th, self-certification is no longer permitted and will not be accepted. 
  • At no expense to the business, the SBA will formally certify it for the WOSB/EDWOSB program. 
  • The SBA will continue to accept third-party certificates from an SBA-approved third party.  
  • As a WOSB/EDWOSB, the SBA will accept 8a certified enterprises and the VA CVE (Center for Verification and Evaluation). The company must upload the necessary papers to the SBA. 
  • https://beta.certify.sba.gov/ is the website for WOSB/EDWOSB certification. 
  • Businesses that are new to WOSB/EDWOSB must certify at the above-mentioned link. 
  • Businesses who have previously self-certified, been certified by a third party, or been certified as a WOSB/EDWOSB through the 8a program must upload their documents to the new site by the deadline.

Tips

Before you begin the EDWOSB application, make sure you have all of your documents ready. Check all the lists for documents.

Fill out a personal financial statement ahead of time if you're applying for an EDWOSB application; this will make answering the personal financial questions easier.
